You can boost this number by having popular articles stay longer in the "new posts' section and by eliminating spammers. Popular articles ( those quickly generating page views) are more likely to have several interesting comments.

Certainly eliminating the spammers helps.  What I got from this article was that when publishing a pure news site, readers would not be interested in the posting of comments, photo's, video's etc, and would only be interested in "just the facts" published via the original source. Possibly that speaks to the objectivity of the reader, or to the demographics of news sites.
