Optimizing the pricing structure for the Google Keyword Prediction API

I have to pay $4,000 per million keyword, to get CPC and predicted volume. The fee is per keyword, regardless of keyword value. What about a better system, where I would pay $5,000 per million keyword for great commercial keywords (e.g. "cheap car insurance California") and $500 per million keywords for low value keywords such as "Amtrack rail stations Oregon"? Only a very small fraction of the entire universe of bid keywords have any value.

Value is defined as cost-per-click multiplied by volume.

I think Google is charging only per server hit (pay per use model). It would just be nice to know which keywords they think are high value keywords ;-)
